Today most of the popular blogger blogs are't using navbor, because it's just take some space and peoples are not using it. thus removing is a good option, you could use it if you want.
Remove Navbor from Blogger
Login to your blogger dashboard. Select a blog and then Click on template and then click on EDIT HTML.and find </head> by search CTRL+F.
And just below </head> paste
<!--<body>-->it's that much easy. now save the template and check, your navbor won't appear anymore.
